I have a few.
Marvel first:
Meteor Man: yes, as in the old movie. Marvel actual had a miniseries about the character and he teamed up with Night Thrasher.
Sun Tao: He was an Iron Man ally, that was a member of an order of monks who idolized Yinsen. He even had an suit of armor based on Tony's Heroes Return suit. I had actually planned this out over 20 years ago, when I was writing the Iron Man title for M2K. I was going to give him a revamped suit, and make him part of an international alliance of Iron Men, allies of Tony's including himself and the "good guy" version of Crimson Dynamo, Valetin Shatlov at least.
Living Lightning: He was an Avenger I always thought never got enough play.
Living Laser: Tony Thornley's old Marvel fanfic site, which I can't remember the name of, had been run for a while by our very own famous Dino Pollard. Corey had brought me in, and I started writing a team of Tbolts with Ray Parks the living Laser, and David Cannon, Whirlwind both having been key members. Both had very different reasons for joining, but they had seriously reformed from their former villainous ways. Along with Songbird, Mach 1, Atlas, and a couple others, they had gone to war of the Maggia's European branch including Count Nefaria. That was a fun romp.
Foolkiller: I just love the name, though I think I would make him a bit more vicious and less comedic in my approach.
Joystick: I always thought she was one of those villains who could be good as a villain, or as a redeemed antihero. Maybe like a Black Cat to Spiderman relationship with Scarlet Spider.
DC:
Icon: The African American equivalent of Superman from DC's Milestone imprint. I had always been intrigued by the character, and would love to see him redone with a more modern take.
The Dark Stars: I always thought that these much more militaristic version of an Intergalactic police force that DC introduced around the time that Hal Jordan lost his shit with Coast City's destruction were interesting. Would love to bring them out of Moth balls.
Azrael: The member of the Bay family either than Spoiler who I think gets the least play. I would love to do a story involving both characters in fact, one where maybe Jean Paul Valley decides to help Stephanie come out from her fellow young Bay Family members' shadows
Adam Strange: An awesome character, with an awesome back story, oh, and a war with the people of Hawk Man against his own adopted home world.

The Thunderbolts story sounds interesting. Sadly Whirlwind (David Canon) has Long been deceased. I believe we’re on the second Whirlwind now.

Fun list The Darkstars have been on my 'wish list' for years, but aside from a guest appearance or two, I've never had a chance to write them. I'm kind of fascinated by Foolkiller. Steve Gerber's mini was great, but I'm just too cheerful to write dark effectively.

Cloak and Dagger: love these guys, but have read nothing that interests me or does them justice, past their initial first appearances.
Starfox: everyone loves Thanos and no one seems to know what to do with his brother Eros. Hasn't been a good Starfox story since he left the Avengers.

Starfox: everyone loves Thanos and no one seems to know what to do with his brother Eros. Hasn't been a good Starfox story since he left the Avengers. You know, it's funny. Over the last, I don't know, year - two years - I've been building stories and ideas with a huge plot in the background and these characters form a fairly reasonable portion of it. One thing that always struck me about Starfox is that I reckon, given his powers, and his innate understanding of pleasure, and fun, I reckon he'd be a brilliant psychologist and understand people in a way that others don't - He often see's them at their most vulnerable. I had this idea, for years, that he'd be a "Sexual Detective" often investigating sex related/sex motivated crimes, etc. Also, people seem to forget the guy is an Eternal, and could, go toe-to-toe with Thanos, Namor & Thor if he needed/wanted to. His debut he was a bit of a matter reorganiser as well, so he has powers beyond "I can make women want to get naked." Also, with Cloak and Dagger, I never finished it - But enjoyed this idea that the Darkforce had a spectrum the way light does - That there are different levels/shades/variants to darkness that we can't see, but exist. That's something worth exploring, if you ask me!

I would have liked the concept that Cloak and Dagger were mutants, since the drug that made them unlocked their mutant powers. They did have a short-lived run with the X-Men during the Dark Reign arc as part of the Dark X-Men, which Marvel wasted potential for to have the Avengers center stage.

YOUNG ALLIES: They were the original Teen Titans, since they debut first. Given that the recent version was short lived, I would see a resurgence of this teen team with some of the former New Warriors training new heroes.

You don't need to be into Sex Dective, for Eros to be into YOU...and Eros is into everything and everyone...

Blue Shield: shows up in the original Dazzler comic and then never again, as far as I can tell. His costume and powers are very silver age, but he has a gritty back story. Plus, I like that his power makes him pretty much invulnerable, so you'd have to be really clever to make him break a sweat.

ANIMAL MAN: For some reason, I started reading the new trade of the classic Animal Man series, as that character might give me some ideas. The one thing I liked about Animal Man was when Weird Al Yankovic voiced him in those DC Nation shorts. I would see Animal Man pop up in DC2K in his own series, as he would deal with hero and family life.
