I have two words for you....SUICDE SQUAD. They are DC version of The Thunderbolts, and after the film and it's meh we need a new take of them with maybe Harley Quinn and Poison Ivy as part of this new team. One of the early incarnations, Oracle/Batgirl was a member of the squad and she could be useful for both the Squad and JLA. Like Secret Six using that name would kind of give away the twist, lol

It wasn't in my mind as being their public name. I just thought it fit the theme.
You could use Power Company instead.

I don't know if Suicide Squad = Thunderbolts, aside from the cast being villains.
Theme-wise they have very different vibes. Later versions of the Thunderbolts were very Suicide Squad-ish, but for most of it's history it was a very different thing.
Not that I wouldn't love to see someone do a SS series for DC2k, as both the movie and the comics are pretty bad.

Has DC ever had a group of established villains take on new heroic identities to fool the public? I feel like the closest has been Lex Luthor convincing the public that all his bad deeds were committed by clones or whatever.

The closest I can think of, and this is stretching it, was the second Conglomerate which were in reality Qwardian equvilants of the JLI.

A writing exercise/creative outlet I often lean on is AMALGAMS. I simply LOVE amalgams but ONLY when done creatively. I can't tell you how many fan-amalgams ultimately come down to such composites as "Bat-Hulk" or "Super-Iron"... No. The only way Amalgams work is when the finished product can stand on it's own, and you could imagine a creator making up such a character independently of the two source characters.
Taking it a step further one of my favorite ways to test myself creatively is to put a bunch of teams or groupings of characters on paper jumble them up and pull out 3. Then mix all three together in a believable way.
My favorite of these that I've done was a mix between the Avengers, Excalibur and Batman's Rogues Gallery. Creating: The Revelers
I imagined them as a band of superhumans who all suffer from psychiatric disorders thus making them incompatible with Superhero work but nevertheless they try to become globe trotting do-gooders regardless causing as much chaos as they fix.

Very nice! Though the thought of someone being named Clark Stark amuses me lol.
Funnily enough I did try to do a "serious" version of Hulk+Batman. He was called Knightmare, David Wayne turning his family's fortune towards his own scientific persuits and getting caught in an experimental test of a new kind of radiation while trying save punk kid Rick Grayson. The monster that is unleashed representing all of his repressed rage since his parent's murder.

Bat-Hulk would be a big, muscular version of Man-Bat. Probably not as good as flying...but you wouldn't want to mess with him.
Young Wayne Banner (Or I could go with Bruce Bruce), a recluse after his parents brutal death, explores the caves under his family manor. Falling into a hole he lands in an illegal toxic waste dump. Fleeing in panic, doused with strange chemicals, young Wayne is bitten by a bat and in times of stress and anger changes into the beastial Bat-Hulk!
Oh man...I just started this being factious and now have this image of the big bat creature in torn pants, lurking in the alleys of Gotham and fighting some version of the Joker...I'm going to have a page of story notes by tuesday...!

As I said not only villain protagonists but underused, lesser known ones. I love when writer's take overlooked underwritten characters and flesh them out and you've done that very well, especially with Crossfire.
